Special Economic Package for MSMEs

The economic stimulus is focused on providing desired liquidity to Businesses including MSMEs. Out of total stimulus package, followings are the key measures for fund infusion with businesses detailed as below

  1. Rs. 3 lakh crores as Collateral free Automatic Loans for Business including MSMEs
  2. Rs.20 thousand crores as subordinate debt for stressed accounts or NPA accounts
  3. Rs.50 thousand crores as equity infusion in Business as MSME Fund of Funds
  4. Rs.75 thousand crores to financial intermediaries (NBFC & lending institutions) as liquidity facility & credit guarantee scheme
  5. Rs. 59 thousand crores in the form of TDS / TCS reduction & contribution to EPF

3 lakh crores Collateral free Automatic Loans to MSMEs is one of the foremost step for major push. These loans will be given for 4 years with 12 months moratorium on principal repayment & don’t require any fresh collateral or guarantee fee.

These Loans will be 100% covered under credit guarantee on principal & interest by Govt.

Important thing to note that these loans can be availed till 31st Oct’20

20000 crores to ease out liquidity for stressed businesses or NPA accounts. Rs. 4000 crores would be provided to CGTMSE who will provide partial credit guarantee support to lenders.Promoters of the MSMEs will be given debt by banks, which will then be infused by promoters as equity in the Unit.

50000 crores fund for equity infusions into the business named as “Fund of Funds”. This will encourages viable businesses to get listed on the stock exchanges to unlock the business value.

The fourth major step is the change in definition of MSME :


Now an entity having investment in fixed assets up to Rs.1 crore & turnover up to Rs.5 crores, will be termed as Micro Entity. An entity with investment in fixed assets up to Rs. 10 crores & turnover up to 50 crores will be regarded as Small Entity & an entity having investment in fixed assets up to 50 crores with turnover up to 250 crores will be termed as Medium Entity.

Important to note the limits defined for each category is the higher limit so if any limit breach then it will automatically considered into higher category. Here entity’s segregation on the basis of its nature has been removed which gives more relaxed & simple understanding of a business house. In other words complexity of MSMEs category has been abolished.

Further Banks (incl SIDBI) have already taken steps for working capital relief measures. The above special package is over & above the existing relief measures.
